Board of Fire Commissioners 2017 Regular Meeting Schedule

The Board will meet the second Monday of each month at 7 p.m. The 2017 Regular Meeting dates are:

January 9th ; February 13th ; March 13th; April 10th ; May 8th; June 12th; July 10th; August 14th; September 11th; October 9th; November 13th; December 11th.

North Castle Fire District 2 is located in the hamlet of Armonk and the town of North Castle, New York.  The Fire District is governed by five Commissioners, a Secretary and a Treasurer.  The Fire Commissioners are elected by the voters of the District and serve a five year term.  The Treasurer is also elected and serves a three year term.  Fire District elections take place each year on the second Tuesday of December.  The Fire District Secretary is appointed by the Board.  In order to serve as Commissioner or Treasurer you must be a resident of Fire District 2.

The Board of Fire Commissioners is responsible for providing fire protection and Emergency Medical Services (EMS) within Fire District 2, and EMS for the Banksville Fire Protection District.  The Board prepares an annual budget and the town collects the taxes for the District.  These funds are used to:

  • Maintain the fire station and associated apparatus and equipment
  • Purchase ambulance and fire supplies
  • Provide firefighting and EMS gear for our members
  • Fire hydrant rental paid to the Town of North Castle
  • Insurance
  • Provide daytime/weekday contract EMT’s
  • Utilities and fuel
  • A retirement program for our volunteers.

The annual public hearing for the budget takes place every year on the third Tuesday in October.  This hearing in past years has begun at 7:00pm. As the date approaches a notice will be posted on this website with the specific time.

The Board meets monthly at the Firehouse on generally the second Monday of each month.  Meetings begin at 7pm.

The 2016 Meeting dates are: January 11th, February 8th, March 14th, April 11th, May 9th, June 13th, July 11th, August 11th, September 12th, October 10th, November 14th and December 12th.

On July 21, 2016 Moody’s Investors Service  upgraded North Castle Fire District 2, NY’s GOLT rating to Aa1 from Aa2. Concurrently, Moody’s has assigned a Aa1 rating to the district’s $4.3 million Public Improvement Refunding (Serial) Bonds, 2016. The upgrade to Aa1 reflects the district’s large tax base, strong wealth levels, and stable finances.

The annual Town of North Castle Fire District #2 election will be held December 13, 2016 between the hours of 6pm and 9pm at the North Castle Fire District #2 firehouse located at 400 Bedford Road, Armonk, New York for the following purposes:

To elect one Fire District Commissioner for a five year term commencing January 1, 2017 and ending December 31, 2021;

To elect one Fire District Commissioner for the one year balance of an unexpired term commencing January 1, 2017 and ending December 31, 2017

To vote upon the following proposition:

“Shall the Board Resolution entitled: That the North Castle Fire District #2 Fire District treasurer’s position be an appointed position from and following the expiration of the current treasurer’s elected term on December 31, 2017″

All residents of North Castle Fire District #2 who are duly registered to vote with the Westchester Country Board of Elections on or before November 21 2016 shall be entitled to vote at this election.

Candidates, wishing to have their names printed on the ballot must pick up a petition and submit to the secretary of the North Castle Fire District #2 at 400 Bedford Road, Armonk no later than November 23, 2016.

On October 18, 2016 the Board of Fire Commissioners adopted the 2017 Budget. This adopted budget is 0.05 percent below 2016′s Budget. A copy is located here: 2017 Budget.

There will be a Public Hearing for the proposed 2017 North Castle Fire District 2 Budget at Armonk Fire Headquarters, 400 Bedford Road on October 18, 2016 at 7pm.

There will be a special meeting of the Board of Fire Commissioners at the Firehouse at 400 Bedford Road on October 18, 2016 at 8:15pm for the purpose of adopting the 2017 Annual Budget.

On August 24, 2016 North Castle Fire District 2 refinanced it’s debt relative to the cost of acquiring the land and building the new firehouse at 400 Bedford Road 14 years ago. This refinancing will save our taxpayers $633,478 over the next ten years when the bond will be paid off.

The 2016 Organizational meeting for the Fire District will be held on Monday January 4th, 2016 at 7pm at the Firehouse.

Commissioner Donald Dehmer was reelected Fire Commissioner in December 2015.

Effective September 15, 2014 The Fire District will be utilizing contract EMT’s to assist in the coverage of weekday (Monday-Friday) ambulance calls between the hours of 7am to 7pm.
